In recent years, marine transportation gets busy with the sound development of China’s economy and foreign trades. It’s reported that above93%of foreign freight volume,95%importing crude oil and99%importing iron ore are finished by vessels. Now more than four million vessels navigate in china’s terrestrial sea annually and it’s reported that the volume will reach5million by2015. In addition,some marine activities become increasing frequent, such as the building of marine programs and offshore wind plants, the exploring of offshore oil and gas development, aquaculture, fishing and tourism and leisure. Thus the contradiction in utilizing sea areas continues to get sharp between the various types of merchant ships and fishery production.The prosperity and development of the unprecedented shipping industry directly lead the high-speed increasing of vessels’density and the complexity of navigating environment. Thereby, the navigating risk is more serious and vessels’ accidents emerge occasionally. According to statistics, the marine accidents happened in2010is more than330and about200vessels sanked. These accidents made320people lose their lives and the direct economic loss reached3240million dollars. Recently, marine traffic incidents emerges some new characters, such as the giant economic loss, the expanding influence and the wide range of social concerns.In order to implement the scientific concept of development, obedience and service to country and community development strategey, national security strategy and sustainable development strategy, since the second half of2011, China’s Ministry of Transport Maritime Bureau promotes the safe navigation of ships to protect the marine environment, to create a safe, ordered and smooth flow of maritime traffic environment to require, decided to launch a coastal ship route planning and the nation’s coastal ships’ routing planning preparation work.On the basis of domestic navigating situation and the background of adjusting the route planning, the paper carries out the simulation of typical water route dynamic programming model and its applications through consulting literature review, researching on the spot, advisoring expert advices, discussing academic and the direction of my tutor’s research project "the Routing Adjustment from Tianjin Port to Longkou Port"The first chapter of this paper includes the purposes and the significances of this research, relevant research statuses and organizational structure of this paper. On the basis of full consideration and deep analysis on the influence factors on navigating safety and route planning, the paper builds a typical waters route dynamic programming model by utilizing the dynamic programming mathematical thinking, and then achieves the detail algorithm of the mathematical model by using mathematical genetic algorithm. In order to test the model’s Feasibility and practicality, the paper plans to optimize and adjust the route from Tianjin Port to Longkou Port by reference the model. At last we choose the best route from the model’s advice. In the forth chapter, the paper builds a model on the assessment of navigation safety and risk. In order to further explain the model’s accuracy and science, the paper assesses the adjusted programs by employing Fuzzy AHP evaluation methods. And the fifth chapter is the summary of the paper and the prospect of further research from now on.
