Safety Evaluation For Channel Based On Fuzzy Comprehensive Evaluation

With the advancement of economic globalization, the international trade has got good development, and the ocean transportation is responsible for more than 80% of the trade transportation to be an important part of international trade. Also more than 90% of the trade transportation is by sea transport in our country. In the process of realization of maritime transport, some waters plays an important role in the maritime transport because of its special geographical location. Its traffic density is very heavy, the navigation environment is complex, the influence factors are too many, the information acquisition is difficult and the data is difficult to obtain, the uncertainty and fuzziness are strong, and it has a certain influence on the accuracy of risk evaluation, such as The Bohai strait (Laotieshan channel, Chengshanjiao waters), Taiwan strait, Malacca strait, the cape of good hope, the Gibraltar channel and so on. This paper puts forward channel waters and the channel waters traffic safety based on the related research for these waters. It has a significance to improve the navigation safety of the ship in channel waters.This paper makes a preliminary definition for the connotation of the channel water combined with previous studies, further analysis on the current situation of traffic safety; Secondly, screen key influence factors on the basis of related references and combined with the way that expert interview guidelines given, establish the channel water traffic safety evaluation index system from the four aspects that human, ship; environment and management, and analyze the index system corresponding element standard. Then make the traffic safety evaluation to channel waters. In the process of evaluation, for indicators can get the data to adopt the method of quantitative for evaluation; for the index which is unable to get data, we should evaluate it based on expert investigation from qualitative angle; And in order to overcome the current situation that the subjective factors affect too much, we should combine the FAHP to determine weight. Finally according to the example verification of Laotieshan channel, analyze the evaluation results and verify the rationality and feasibility on establishing index system.
