Energy and information are the important part of social and public services. Smart grid should fully play its role to integrate the advanced technology, such as internet and internet of things, etc. It is necessary to accelerate the construction of an open, efficient, quality and convenient public network service platform. The energy flow and information flow can be highly integrated and applied based on the public platform. Smart grid could adapt to the needs of clean energy, electric cars and "three-network fusion", to provide more safety and reliable power protection for the development of economic and society, to provide more convenient and economical service for the people. The construction of intelligent community has an important role in promoting the society intelligent and environmental development and improving living standards.In view of the intelligent community development and the public communication networks, this paper firstly focuses on the feasibility analysis of low-voltage power line transmission mode, FTTH and PFTTH. As PFTTH has the advantages of solving the cable to the home just in one construction, one channel and one time, reducing the construction costs, etc. Based on the above views, this paper proposes that PFTTH. is the optimal choice to establish the intelligent community network platform. Taking account of five kinds of electrical structures, such as tower, cored, villas, rural and commercial building, his paper proposes different network designs accordingly and summarizes the characteristics. Finally from the two respects of network platform construction and management, this paper puts forward the operating mode of power company is responsible for the PFTTH network platform construction, and the platform is open to lease out to all operators.
