With the rapid development of our country’s economy and the height of people’sliving standard and health awareness, the government establish stricter standard ofdrinking water. However, the pollution of surface water is increasing year by year,which put forward higher requirements in technology and management to ensure thesecure of water supply. After several years of treatment, the water quality of Huaiheriver have improved, but still face the problem of seasonal pollution that high organicand ammonia nitrogen pollution, while there are several incidents of sudden pollutionoccur in Huaihe basin in recent years, which pose a threat to cities along the Huaiheriver. Due to Huaihe River is the main drinking water of A city lied in the HuaiheRiver, the city is also harassed by seasonal and sudden pollution.By means of analysis the water quality of Huaihe River and investigate thesource of unexpected pollutants, this paper identify the main species of conventionaland sudden pollutants, then according to the water quality and quantity of Wabu lakeand groundwater, the pollutants load capacity of the main plants and the new upgradeplant, this paper propose a water supply emergency plan based on avoiding the peakof water pollution, which include the comprehensive allocation plan of multiple watersource, the trigger mechanism, the emergency protection system and emergencymanagement, in order to solve the problem of urban water supply security. The mainconclusions as follows(1) By calculating and analyzing the water quality of Huaihe River from2007to2009, it is deducted that organic matter and ammonia nitrogen are the main seasonalpollutants. By surveying the pollution source of the road along Huaihe river, watertransportation, agricultural pollution and industrial and mining enterprises, it isdeducted that the main sudden pollutants are oil, concentrated sulfuric acid,phosphorus, cyanide, arsenic, fluoride, hexavalent chromium, xylem and algae.(2) For CODMnand ammonia nitrogen, as representatives of common pollutants,this paper proposes a new method based on the removal efficiency of water plants forcalculating the alarm value, which take the actual date as foundation and take theplants’ processing power and seasonal variability into account. On the basis of thealarm value of CODMnand ammonia nitrogen, the number of alarming from2007to2009are counted, and the results are relatively consistent with the number of plants’exceeding the standard of water quality, the alarm value is appropriate. (3) According to the degree, influencing scope and size, and the losses of personand property may cause by pollution, the pollution divided into four levels:particularly significant level(Ⅰ), significant level(Ⅱ), comparatively large level(Ⅲ)and general level(Ⅳ). According to common and special pollutants, particularlysignificant level is dividedⅠA andⅠB level, significant level is dividedⅡA andⅡB level, comparatively large level is dividedⅢA andⅢB.(4) The water supply plans of different pollution levels. ForⅠA, theunderground water can be as emergency water source. ForⅠB, the new upgradedplant and underground water can be as emergency water source. ForⅡA, thePingshantou plant can transfer water to eastern area by connecting the eastern andwestern pipe. ForⅡB, the Pingshantou plant and new upgraded plant can be asemergency water source, and the Pingshantou plant can transfer water to eastern areaby connecting the eastern and western pipe. ForⅢA andⅢB, the eastern plants cantransfer water to western area by connecting the eastern and western pipe. ForⅣ, thepolluted plant must be shut down, the unpolluted plants supply water by eastern andwestern area.(5) The water quantity of different plans. ForⅠA, the water quantity is20thousand cubic meter. ForⅠB, the water quantity of is40thousand cubic meter. ForⅡA, the water quantity range is from80.7to90thousand cubic meter. ForⅡB, thewater quantity range is from100.7to110thousand cubic meter. ForⅢ, The waterquantity range is from176.8to219.4thousand cubic meter. ForⅣ, The waterquantity range is from129.0to270.0thousand cubic meter.(6) The water quantity per capita. ForⅠA, the current and forward waterquantity per capita are16.3L/cap d. ForⅠB,the current and forward water quantityper capita are32.6L/cap d. ForⅡA, the current water quantity per capita of easternand western area are respectively28.2and135.9L/cap d, the range of forward waterquantity per capita is from65.9to73.5L/cap d. ForⅡB, the current water quantityper capita of eastern and western area are respectively56.4and135.9L/cap d, therange of forward water quantity per capita is from82.2to89.9L/cap d. ForⅢ, thecurrent water quantity per capita of eastern and western area are respectively254.4and71.8L/cap d, the range of forward water quantity per capita is from144.3to185.1L/cap d. ForⅣ, the range of current water quantity per capita is from60.0to256.2L/cap d, the range of forward water quantity per capita is from112.8to220.4L/cap d(7) The cost of producing water per cubic meter. ForⅠA, the current cost of producing water is2.54yuan per cubic meter. ForⅠB, the current cost of producingwater is1.16to2.54yuan per cubic meter. ForⅡA, the current cost of producingwater is0.92yuan per cubic meter. ForⅡB, the current cost of producing water is0.96yuan per cubic meter. ForⅢ, the current cost of producing water is1.06yuanper cubic meter. ForⅣ, the range of current cost of producing water is form0.98to1.13yuan per cubic meter.(8) Emergency management agencies include the lead agency, comprehensivecoordination agency, professional command structure, emergency supportdepartments and advisory group of experts. Emergency guarantee system maininclude storing for the treatment technolygy of special pollutants, emergencymaterials and equipment, special technicians, and the other emergency guaranteecondition. Starting emergency plan include starting conditions, starting procedure, andthe agency of releasing start order. Terminating emergency plan include terminatingconditions, terminating procedure and the agency of releasing terminate order.Evaluating the apply result of emergency plan include the content, basis, agency andprocedure of evaluation.
