The Chemical Zone of Shanghai is located in North bound of Hangzhou Bay. The development of petrochemical industry brings along the growth of annual transportation volume of dangerous cargo in North Bound of Hangzhou Bay. Chemical products being transported are becoming more and more diversified. Chemical product transportation has have brought potential risks to the local environment. In view of the current situation, MSA should be ready to reply to suddenly ship pollution event while strengthening dayly mangement.As a result of the historical reason,the emergency abilty is very weak,the most urgent problem is enhancing the emergency ability. To sovle the problem, the first thing we should do is evaluating the emergency ability to support the decision maker.After fully research,this paper build up a evaluating method to evaluate the emergency ability of ship pollution in this area,that is fuzzy comprehensive judgement model.Firstly,this paper put forward a perfect evaluation target system.Secondly,a mathmatic evaluation model was built up by combining the fuzzy comprehensive judgement model and AHP method.Thirdly this paper has made a lot of questionnare to gathering datas,then put this datas in to the evaluation model to achieve evaluating result by calculating it on computer.Based on the analysis for the results,this paper pointed out the weakness of the emergency system,that is daily maintenance,emergency safeguard,emergency response, emergency rescue,then,this paper proposed some countermeasures for amendment.The result also proved that fuzzy comprehensive judgement model is suitable for evaluating the emergency system.
