In order to react to the crisis of global warming, low-carbon urban construction, as animportant way to achieve the goals of energy saving and sustainable development, isbecoming the focus of public. In the context of energy conservation, the establishing of urbanplanning should be able to reflect the demands of energy utilization and focus on theinteraction between urban energy using. Especially in the regulatory detailed planning levelwhich directly guides the urban development. Combined with the urban construction practice,improving the planning methods should be significant to the practice of the concept ofsustainable development.The regional distributed integrated energy system is an important method to achieve thecascade utilization of energy, and it brings a remarkable advantage to the regionalconstruction. In the trend of intensive compact low-carbon urban space development,it willbecome the main content of the innovation of city energy system.This paper analyzes thecharacteristics of urban planning in the energy utilization perspective, and takes it as abackground to explore the interaction between regional energy planning and regulatorydetailed planning. And then analyzes the characteristics of the use of regional distributedenergy systems, studying the impact of regulatory detailed planning in the management unit,land use and development of indicators.On this basis, this paper put forward specific methodsand implement recommendation to improve the existing regulatory detailed planning from thethree aspects following:"destination principle-the compilation method-development andmanagement". This paper is focusing on the―grade‖land-use patterns, the method to couplethe loads of different types buildings, improves the existing indexes system from two level:system and blocks, and introduces the primary energy conversion efficiency,the ratio of thetype of plot construction, the renewable energy utilization capacity per unit area, and so on,to build the new regulatory detailed planning indexes system in the energy system perspective.In the management system aspect, this paper put forward a new management method whichcombining the concept of rigid management and flexible regulation, and initially built the framework fo energy montoringand management system.This paper presents a new perspective and ideas on the regulatory detailed planning study,and explore methods to improve the existing regulatory detailed planning based on theperspective of regional distributed energy systems. Through the technological innovationofplanning, it can effectively guide the urban development and construction to achieve theefficient use of urban energy, and promote low-carbon urban planning and construction.
