River Training And Project Quality Control Of The Yellow River In Shandong Section

The Yellow River is our mother river, the Yellow River has created a vast North China Plain. But at the same time, the Yellow River is the world’s most difficulty river to control. It made a tremendous progress to solve the problem of Yellow River at last50years, the Yellow River has begun to do the benefit for people. However, the floods and environment deterioration became more and more serious, it looks like safe, but there are many risks. It needs a long way to go to solve the problem of Yellow River. Especially with the development of national economy and the evolution of the Yellow River, it put forward higher requirements to Yellow River governance, which made many difficulties to control Yellow River.Shandong section of the Yellow River is the most important river in the downstream section of the Yellow River, it has integrity and particularity across the Yellow River management. In this paper, based on previous research and practice, the river training of Shandong section of Yellow River is analyzed. In this paper, based on the status of the river training at home and abroad, we put forward the problems of the governance of Yellow River at this stage. Including the single concerns, non-systematic; local scale and no overall consideration; we often emphasis on engineering measures, while ignoring the importance of non-engineering measures; pay little concerne on ecological governance. And for the problem, from the flood control, the Yellow River Floodplain and the " secondary perched river" governance, the flood control, reducing silt, sediment control and management of ecological system, the Yellow river training measures are introduced in the paper.Base on the summary of the Yellow River from the successful and failure experience and the results of scientific research in the Yellow River, the governance of Yellow River should be comprehensive and systematic, it should include the construction of flood control project and non-entity project, the management of the floodplain and so on. In this paper, strategy of governance of Yellow River researched in the paper reflected the laws of evolution and development of the Yellow River, and we hope to provide some useful suggestions for the future management of the Yellow River.
