The sluices are the important components among the water resources optimal allocation projects and the flood control projects, which can bring comprehensive benefits during the course of water resources utilization and flood prevention, such as flood prevention, irrigation, diaining water, water supply, preservation of ecology and improving environment etc.The total amount holded by Yellow River Shandong Brueauy are 117 sluices, and most of which were built 1950-1980s. These sluices had shouldered important action to resist the natural disaster. But most of which had possessed kinds of questions at the same time, such as many sluices had approached or exceeded the operational life, in addition lower construction quality, loss failure, engineering management lag, supporting facilities shortage also were very prevalent. All of theses questions had make the hidden dangers more serious. The danger control and reinforcement had become the important measure to erasure the incipient faults and recover the design standards, and the safety appraisal was the basal work during the course of which. According to the statistical data at 2008, the duration of operation of 76 sluices holded by Yellow River Shandong Brueauy had exceeded 20 years, and there 30 and 8 sluices the duration of operation had exceeded 30 years and 40 years respectively. There 62 sluices had reached toâ…¢andâ…£dangerous degree, and only 4 sluices had been appraised. Because the great mass of sluices could not to be comprehensive appraised, the dangerous sluices had become the main factors during the operation course, and which had immediately affected the flood prevention safety of the Yellow River. Thus, in order to carry out the danger control and reinforcement of the sluices, to comprehensively appraise the dangerous degree of these sluices had become very necessary, which could bring benefit for the management of the Yellow River flood control projects.This paper analyses the main danger factors of the sluices along the Yellow River basing on abundant investigation. Then an evaluation approach fitting for sluice running condition is presented to analyze some common problems that threat sluice safety. This approach introduces the theory of matter-element extension and establish evaluation model on the basis of the current sluices condition, Which makes two evaluation theories more convenient to operate according to the sluice safety assessment. The paper aims to supply a reliable basic theory and then to help carry out the sluice maintenance and reinforcement work and sluice safety assessment.
