Water is the source of life, the production of human life is always inseparable from thewater, the water scarcity constrains the development of the economy of the society. At thesame time,"China2l century action program for sustainable development" point out, buildingsustainable utilization of resources security system and important resources strategic reservessecurity system is one specific goal of the sustainable development in our country in2lcentury.Water and oil, grain as three big strategic resources and materials, need to build upreserves of system. The current food reserve system has been established, petroleum reservesystem has already planned, are being implemented. Water resources still have not built areserve system, The shortage of water resources does not adapt with the serious situation.Characteristics of water resources in Shandong province, that is the shortage of waterresources, the low of per capita amount, the distribution of area and environmentaldeterioration, severely restricts economically and socially comprehensive, coordinated andsustainable development. Through the construction of the reserve mode, reserves of waterresources can be as emergency measures, not only reduces drought bringing about damages,but also adjusts the amount of water resources in different regions. This measurement makesdifferent regions what they really needs, achieving a kind of balance. In addition, reserve ofwater can also continued the principles of sustainable development. Water as the source of life,industrial blood, city’s lifeblood has very important strategic position. The severely shortagesituation of water resources in Shandong province, which ask for reserve mode and operationmechanism of water resources is imperative.This article has six chapters in all. The first chapter is introduction, which narrate thepurpose, the ideas and the methods of reserve mechanism of water resources;The secondarticle discusses the fundamental concepts of t reserve mechanism of water resources,expounds the supply and demand theory, property rights theory, the theory of systemvicissitude, price theory.The third chapter, the fourth one and the fifth one are mainly parts of this paper. Thethird chapter mainly analyzes and discusses the supply and demand of water resources inShandong province in four aspects, namely the distribution(topography and geomorphology, river and lake, and climate characteristics), the situation(rainfall, surface water, undergroundwater and total amount of water resources), the supply and demand situation and the store.The fourth chapter is the comparison and selection of water resources reserve mode. Thischapter firstly analyzes the necessity of water resources reserve. Then discusses thecomparison of water resources reserve patterns (ground store, underground water store, therecycling, and others). Last, according to the above analysis and discussion, we evaluate andclassify the regional differences of water resources store with the help of cluster analysis inSPSS, which provides the basis for constructing reserve mechanism.The fifth chapter researches the operation mode of water resources based on "the bank ofwater resources". The purpose of taking that mechanism in storing water resources is torealize the marketization of water resources allocation, strengthen the management of waterresources, optimize water resources allocation, ultimately realizing the effectiveness of thismechanism, which is the starting point of this chapter. This chapter firstly discusses thefundamental Principles of "the bank of water resources" and its operating mode, aiming toproviding theory for constructing the empirical model of regional "the bank of waterresources" in Shandong province, Simultaneously, analyzing the market structure andbehavioral decision of the empirical model.The sixth chapter is the suggestion of completing the reserve mechanism of waterresources. This chapter includes three parts. The first part is the content of the establishmentof the special management organization. The second part is to perfect the system ofmanagement concerning in the reserve mechanism of water resources. The last part issupporting measures of the reserve mechanism of water resources. The seven chapter is themain research conclusion.The paper has two innovations. The first part depends on the mode of the analysis of thereserve,using the software of SPSS to seek for the regional water reserve model inevaluation classification premise. The second innovation is building practical theory modelfrom the point of water bank view, depending on the theory of depositing and loaning water.
