Today, the protection work for scenic areas is continuously promoting and the New Rural Construction is developing in all of the conrtry. Because of backwardness of the Town, villages in scenic areas want to seek the development ways. So residents and scenic areas have the conflicts in land use and resource protection. How to deal with the relationship between residents and scenic areas has been plagued local governments and the scenic area management. The village renovation in scenic areas can not be equated with ordinary New Rural Construction. Their special properties determine that renovation projects need to be considered factors of scenic areas. After having theoretical research and field research, this paper considers that Villages renovation in Hangzhou Westlake Landscape have reference in renovation path selection, policy formulation, Institutions setting, planning and design formulation, construction money raising, industrial structure guide and regulations formulation. But it also has faults in construction density, housing quality, housing structure, renovation thoroughness and facilities Completeness. This paper analyses the causes of the problems.
