In the field of underwater acoustics, How to reduce the probability of underwater objectsdetected by active sonar is an important research direction. Laying a layer of sound-absorbingmaterial on the surface is a very important measure. Therefore, accurate prediction andanalysis of target strength would appear prominent and important. In the plane elementmethod, the surface integrals are converted into algebraic operations and the target strength ofthe object being is studied with the reflection coefficient of the multilayer structure.In this paper, firstly, the parameters of Sound-absorbing material containing cavity arecalculated with equivalent parameter method. For the different sound-absorbing material,Using transfer function method, the reflection coefficient of multi-layer structure can becalculated. On this basis, the influencing factors of the reflection coefficient of multi-layerstructure are analyzed which Include the thickness of layers, the absorption layer parametersand the internal structure of absorption layer. Plane element algorithm includes Fourierintegral transform and Gordon integral transform. The advantages and disadvantages areobtained by analyzing the respective stability. Then, for the different sound-absorbingmaterials, the target strength of the single-shell cylindrical model and the double-shellcylindrical model is calculated. The different influencing factors of the cylindrical model areanalyzed. In the last, To compare with the theoretical, a target strength measurementexperiment has been done with Active sonar equation-method.
