With the progress of urbanization, water pollution problems, floodproblems, land subsidence and climate microcirculation issues causing bythe unreasonably use of land becomes more and more serious. Our countryis facing severe test and challenge of water security.Firstly this paper from the macro view qualitatively introduced howthe change of using land with the progress of urbanization affect the watersafety, combining with the present land use standards make it into fourtypes water wetland, green space and hard to shop, and from theperspective of the medium show how four types of land use type makeinfluence on water safety and put forward the framework of the use ofland based on the water safety problems. And then from quota angle buildthe parameters of model between the water safety problems with the landuse structure by using AHP theory. Make a judgment matrix, andcalculated how land use parameters affect the urban water safety by theexpert scoring and review of the literature quantitatively, finally find theregularity of how land use affect water safety. Finally based on the designated areas of Hang Zhou, get the data inthe year of1989,2000,2010by GIS and analyze the data of land usechange during the period. Integrating with the water safety assessment,calculate the water safety issues by the land use parameters of the area anddraw the conclusion that the problem of the water security deteriorationand the layout of land use space is more and more important. Finally, putsforward some strategies and Suggestions according to water safetyproblems and the way of the land use planning and design.
