Study On The Land Classification Standard Of Urban-rural Planning And Land Use Planning

The standard of land use classification is the basic and an important foundation of preparing various spatial planning. Due to historical reason, in our country, departments divide work depends on their duties and managements. Homeland, Forestry, Agriculture, Construction, Water Resource, Transportation and other departments and organizations formulated their own land survey and statistical classification systems; promoting and implementing under their own planning systems. This is difficult for unified management. Especially the two standards of land using between Homeland Department and Urban Ministry did not match, affected the link of two main spatial plans. Under the circumstance of coordinating between Town & Country Planning and Land Use Planning (short as "Two Planning") and as the theory and method of "Two Planning" are developing, the merge of "Two Planning" is becoming to the new developing trend. One of the basic conditions to complete a good merging is the standard of land use classification.In this dissertation, issues of coordinating Town & Country Planning and Land Use Planning will be discusses as the main point; rewind past domestic researches about "Two Planning" after fully researching the planning system, regulations, policies, key idea and purpose of "Two Planning"; through insight the present standard of land use classification, using comparing and comprehensive analysis to work on the differences of standards of land use classification. Conclude the main issues of coordinating the standards of land use classification of "Two Planning" and propose suggestions.The main purpose of researching is to optimize the coordination of staffing standards at the technic level. Simplify the process of compiling the docking steps. Construct the new land classification standard coordinating mechanism in order to serve the coordination of "Two Planning" in a better way.
