As the external environment for human survival and development, the watershed provide us with living conditions and development of space, the state of the basin is hugely impacted by human activities, in turn, affects human survival and development. In recent years, due to the rapid development of modern science and technology, economic development has become the theme and primary goal of human society, which makes the human demand for natural resources of the basin increased, the over development and utilization of various resources, and serious soil erosion, soil quality deterioration, water pollution, etc., the watershed environment and watershed ecosystem health are impacted seriously by the above questions, so watershed health assessment has become a very important decision basis for development and governance of watershed. Water-based system provides a new model and idea for watershed health assessment.Based on the actual situation of Naoli River, the article establishes evaluation index system based on water-based systems, and evaluates the state of the ecological health of nine farms and three county-level City from2005to2009with the fuzzy comprehensive evaluation model and TOPSIS Model.the main research findings and conclusions are as follows:First, water-based system is used for watershed health assessment to establish a reasonable evaluation index system of watershed health in water-based system model. According to the stability of water-based systems-the harmony-the properties of the evolution rate of the factor assessment model, a health assessment index system of watershed-based systems is designed.Considering all aspects of the socio-economic and natural ecological influencing factors, the comprehensive evaluation index system of watershed health is established, including19evaluation indexes in stability, harmony, the evolution rate of the three criteria layer.And the level standards of evaluation Index is quantified. On the basis of the quantify, Steady state of the watershed’s health, harmony, evolution rate and integrated health status of program were divided into four grades to describe the content of the different levels for each attribute.Then, Analytic Hierarchy Process is used to conduct subjective weighting of evaluation combined with expert advice. Entropy Method can excavates and uses data within the original weight so it is used to determine the objective weight. Entropy Method are checked by constructing the fuzzy judgment matrix to improve the Entropy Method. Entropy Method and the Analytic Hierarchy Process are coupled to determine the weights of evaluation indexes and enhance the reasonable of the weights.Finally, watershed health is evaluated by combining the fuzzy comprehensive evaluation model and TOPSIS model to obtain the health status of all regions in Naoli River from2005to2009, the health evaluation results of two models are compared to show that:there are differences in the final results of the two models, but the precision of them can both meet the requirements of the watershed health assessment.it proves the feasibility of both in the aspects of watershed health assessment.Health evaluation results of the two models reflect Naoli River Basin in most parts of the stability of better in grade Ⅱ(more stable) the majority, but a harmonious poor grade Ⅲ (harmony) mostly steady-state rate of evolution and harmony degree of evolution rate is not stable, comprehensive evaluation results show that the basin most parts of the health status in the Ⅲ level (health), analyze the reasons is because the study area for agricultural producers and irrational land development and fanning systems affect regional water harmony based systems, and ultimately on the health status of the water-based systems have an impact.The article concludes the paper the main conclusions of pointed out the shortcomings in the thesis, and focus on the direction of Prospect.
