Agriculture is the foundation of the national economy, and it is to the country's stability and security. Water resource is the lifeblood of agriculture and also the guarantee of regional security. Lack of water resources have contributed to the contradictions between development of social economic and stabilization of ecological environment. Agriculture is the major water users, the proportion of it directly affect the development of social economic and ecological stability in the area. Therefore, it is the key to coordinate and solve the conflicts of water use between the economic and ecological environments in inter-regional or intra-regional for water research. It is not achieved the goal of efficient water use according to the order of water use which is live, agricultural, industrial, ecological water use. In this context, the study mainly made the following research:1,Proposed the theory of health of agricultural water use in Heihe River BasinThe paper research to the theory about the health of agricultural water use by analyzing its elements, characteristics, evaluation criteria, to eventually explain its scientific content, including four parts namely: rational allocation of external resources, optimizing the structure of agricultural water use, improving water efficiency and overall efficiency maximized.2,Building the models of the healthy of agricultural water useThat the determination of agricultural water consumption in Heihe basin is on the basis of evaluation and forecasting about the local water resources, the social economy and the ecological environment. It proposed the reasonable orders and quantity of agricultural water use.Paper build the models of the healthy of agricultural water use,carries on the each level of water computation through the model to the agricultural water at different frequencies years. It calculates the health consumption of agricultural water to reach to the largest comprehensive benefits of water and total water trades by using multi-objective optimization stratification.3,study out the program of the health of agricultural water useIt carries on the consumption of agricultural water by the model. Compared with 1999, the benefit of comprehensive, economic and ecological water used increase by 7.1%, 2.5% and 27.6% separately in study out program. Compared with 2006, the benefit of comprehensive, economic and ecological water used increase by 16.6%, 3.5% and 37.44% separately in study out program. Compared with 2020, the proportion of agricultural water use decrease by 6.6%, 8.3% and 12.3%, benefit of comprehensive increase by 13.4%, 15.0% and 12.9% and the benefits of economic and ecological water used increase by 13.6%, 35.3%, 61.9% separately in study out program.4,Select the health of program for agricultural water useThe paper get the highest health grades program is in 2020-50% by PP model of agricultural water evaluation. In addition, the health grades in higher including Jiayuguan, Jiuquan, Ganzhou, Ejina, which are the light hot fruitful in resources and the proportion of industrial crops in a big way. It also corresponds to the actual situation in Heihe River Basin.
