With the development of civil aviation in China, the administration ofaviation is playing an important role. The increasing demand for informationtransmission, featured with diversity, differentiation, complexity, high safety,and confidentiality is coming with the expanding business, which brings newchallenges to the communication network in aviation administration. In orderto ensure the safety, CACC East China Regional Administration started a newround of integrated communication network construction employing NGNtechnology based on Softswtich.This paper mainly focuses on the design and implementation of theintegrated communication network for aviation administration, whichemphasizes the layering, modeling concept, and high reliability. It alsoensures that the network is promising and has reliable evolution with itshigh-performance and reliability.Firstly, the paper introduces the general requirement of integratedcommunication network and proposes a design plan for the network,establishing the network topology.Secondly, the configuring solution andmodel selection of the Softswitch system, including controlling equipment ofNGN, relay signaling gateway, border gateway, seat system, comprehensivenetwork management, AG Access gateway, and Bearer network arediscussed.The solutions to combine the integrated communication networkwith the existing users are described, analyzing the process of interconnectionand interworking between users throughout the network.The design plan ofthe integrated communication network is proposed, including the network management system, authentication and accounting system, integratedbusiness platform, and seat system, in order to have a more comprehensivesystem.The emphases are put on separating the safety and reliability of theintegrated communication network and the design plan of QoS, including thesolution to the safety of NGN and the reliability and safety of bearer network,focusing on QoS design of the integrated communication network, obtainingthe index of bearer network QoS based on Softswitch, and describing the QoSstrategy of Softswitch system and bearer network. At the end, the conclusionwas made based on the test of the integrated communication network,including the function and performance of the key units, business function,and bearer network performance.
