With the development of telecommunication’s technology, Service has become the key to the development of network driver. Administrative power system exchange network is established for power system production and management service.Under the tide of the smart grid construction, scheduling, visualize, visualize, video monitoring, conference TV repair, visualize, emergency communications and other business demand is put forward.The new business brings new challenges to network, data and video business demand has far exceeded the voice business. The existing power system communication network has be built for different services and separate run independently.The network’s comprehensive business ability is poor, network expansion and operational is expensive.The existing network already can’t satisfy demands for the development of diversification, visualize, and broadband networks.The soft switching technology is the core of NGN technology, provides a feasible solution for traditional network to NGN evolution. Soft switching technology is adopting grouping network for bearing network, can realize the fusion of voice, data and video business.Using soft switching technology in power system is historically inevitable.This article is starting from the soft exchange technology and the power system communication. This paper investigates and researches Tangshan electric power communication network, the exchange network, and data bearing network, puts forward Tangshan power administrative softswitch system construction plan, explores unified communication platform construction principles and construction plan of softswitch system access network solutions and subscriber installation scheme. Tangshan power administrative implementation of softswitch system solutions for smooth transition to the next generation network in electric power communication system, sets up an open platform, multimedia ring back, the realization of video and other multimedia business meeting whitch can provide users with a new application experience.
