Climate change is a pressing issue faced by our generation. Climate change hasbrought a series of impacts on the urban environment. Among them flooding is one of themost common challenges. In order to mitigate and adapt to flooding, many cities adoptedstrategies in their Local Climate Action Plans(LCAPs) to address flooding. This researchis aiming to analyze the appearance, categories and the influencing factors of the floodingadaptation tools in the LCAPs.This research reviews a range of materials. The information extracted including theclimate change, the modern cities’ response to climate change, the climate action plan, andthe flooding adaptation tools.This research engages a multiple case study with embedded analysis units method toevaluate the flooding adaptation tools in six LCAPs. They are the LCAP of King County,WA, Chicago, IL, Portland, OR, Miami, FL, New York City, NY, Los Angeles, CA. Theresearch examines the content of the LCAPs systematically, then analysis the appearanceand categories of the flooding adaptation tools in-depth. The research also analyzes thedifferent conditions in selected cities(county). Examines the climate influencing factorsand capacity influencing factors in different cites(county), in order to find out how thefactors influencing the utilization of the tools.This research analyzes the characteristics of the storm and flood hazard in Chinesecities. And summarizes the current flood management strategies in China. Then, itanalyzes the weaknesses of current Chinese flood management strategies. After that, itraised some suggestions for flood management in China.The analyze and discussion about the collected data show that the appearance offlooding adaptation tools in the LCAPs is of high frequency. And there are a mainly threecategories of them:1)technology,2)natural, law,3)regulation and policy. The three kindsof tools usually appears together in the LCAPs. The research also generate other importantfinding such as the linkage between the flooding adaptation and urban planning, the urbanplanner’s position in the creation of LCAPs, etc.
