In China, unsafe factors have been emphasized and payed attention to in constructionsecurity management, but they still do not get enough attention from the perspective ofsecurity research, because the causes and influencing strength of unsafe behaviors in theproject construction have not been enough researched. Safety factors have a positive effectto improve the project quality and benefits. In the competitive environment of the newcentury, construction companies should fully identify the risk factors in the constructionprojects, and then conduct the safety evaluation to find the weak links. By these means,accidents can be prevented and reduced, at the same time, the economic benefits can beimproved as well. To adapt to the fierce competition of the new century, constructioncompanies should solve these urgent tasks.In order to amend the Human Factors Analysis and Classification System (HFACS)framework, visit investigation is the first thing to do,then determine the HFACSframework which is consistent with this paper. The questionnaire is designed on the basisof the modified HFACS framework, after the pre-research and discussion, thequestionnaire is refined. When the final questionnaire is obtained, questionnaires shouldbe distributed to the departments of the Three Gorges Project and the Xiangjiaba Projectand the Xiluodu Project to investigate. After data compilation, do the reliability analysisand validity test by SPSS, and find that the results of the analysis is to meet therequirements. Next, draw the structural equation model in AMOS, import original datafrom SPSS, then analyse and explain the model. After the model analysis by AMOS, thisarticle gets the path coefficients between variables of risk factors in hydropowerconstruction, which are also named correlation coefficients. Then, based on the revisedHFACS framework, analyze the accident cases, which are consist of the cases in XiluoduProject from2004to2011, the cases in Xiangjiaba Project from2005to2010, and thecases in the Three Gorges Project from2005to2006. Classify the behavioral factorswhich cause the accidents, and count the number of the factors involved in the accidents.Next, use chi-square test to do the correlation analysis of factors in order to identify thelinks between the factors, then analyse the impact strength between these factors by correlation analysis method. Combined with the results of structural equation modelingand the statistics data about factors frequency, the judgment matrix can be constructed.Use analytic network process method to build model and calculate the evaluation weight,this process is carried on the Super Decision software, finally, draw the conclusion.By a variety of methods to analyse and evaluate, this article ultimately obtains therelative importance of factors in hydropower construction safety system, and finds out theweak links, meanwhile,puts forward the improving measures. This article has significancefor the construction safety management.
