The air traffic control system is a complex operating system with extremely high safety requirements.Although the safety level of the air traffic control of China's civil aviation has maintained a global leading position, the civil aviation transportation turnover of China has maintained a steady growth of more than 10% in recent years, which undoubtedly brings greater pressure on the air traffic control system and potential operational risks. In the air traffic control operation, the absence of an accident does not mean that the air traffic control system is in a safe state. The occasional transport aviation accident symptom deserves us to continue to deepen the research on the potential safety issues in the air traffic control operation.By identifying and analyzing the sub-health influential factors of air traffic control operations, and using the structural equation model to explore the effect of influential factors on the sub-health operations of air traffic control. And it is conducive to improving the level of air traffic control risk management decisions and ensuring the safety, health, and order of the air traffic control system run.Firstly, from the perspective of vulnerability theory, the concept of air traffic control system vulnerability is defined, and the characteristic elements of air traffic control vulnerability are analyzed.Based on the concept of human sub-health status in medicine and combining the characteristics of air traffic control system operation, the concept of the sub-health operation of the air traffic control system and its representation form are proposed.Compare and analyze the similarities and differences between two similar concepts to further deepen the understanding of the sub-health status of air traffic control operations. Finally, according to the defined concept of air traffic control sub-health,the literature survey method is used to analyze and identify the sub-health influential factors of air traffic control operations, and then construct an factors index system of the air traffic operation sub-health,and use the gray analytic method for preliminary evaluation.Based on the identification of the sub-health influential factors of air traffic control operations, the ISM and DEMATEL methods of complex system factor analysis are used to systematically analyze and process the influential factors. The adjacency matrix of the factors was determined, and a multi-level hierarchical structure relationship of the sub-health influential factors of air traffic control operation is built up based on the ISM.Based on the results of the ISM model, the structure relationship between influential factors at various levels is analyzed. The direct influence matrix of system factors is determined, and the DEMATEL method is used to determine the affecting degree, affected degree, centrality and cause degree of each factor. The degree of affecting importance of the system factors is determined by the centrality degree parameter, and the causal attribute of each factor is determined by the cause degree parameter. Then the key cause factors and key result factors in the system are determined.Based on the system factor analysis results of the ISM and DEMATEL methods,a theoretical hypothesis model for the relationship between the sub-health influential factors of air traffic control operations is constructed,a model hypothesis is made, and the SEM of the sub-health influential factors of air traffic control operations is established by using AMOS 24.0.Design the influential factor survey scale according to the measurement model, collect data and use SPSS 25.0 for descriptive statistical analysis and reliability and validity test of the data.Substituting the data into the SEM,performing confirmatory factor analysis of the measurement model and latent variable path analysis of the structural equation model, and the optimal SEM is determined by modifying the model.Based on the results of estimating the parameters of the optimized SEM,the hypothesis of the initial model variable relationship is verified, and the variable relationship between the measurement model and the structural model are analyzed. From the analysis of the relationship between the measurement model variables,we can know the explanatory power of the influential factors of the underlying observation variables on the common factors of the latent variables. It is conducive to carry out multi-dimensional and multi-level risk management decisions from the micro level, and strengthen air traffic operation safety management. It can be obtained from the path effect decomposition of the structural model, such as the various effects of management factors on the sub-health impact of air traffic control. It is of great significance to formulate a strategy for blocking the propagation path of risk factors from a macro level and ensure the safe and healthy operation of the air traffic control system.
