Snow blowing disaster of highway is the frequent natural disaster inHeilongjiang Province, which brings great influence to the transportation safetyand normal life. This research is supported by the science and technology keyproject Transportation Bureau of Heilongjiang province, Natural Science FundProject of Heilongjiang Province and China-Japan cooperation project, based oncollected survey data of field investigation by highway traffic managementdepartment and Meteorological Department of Heilongjiang province, first handobservation data of the main trunk highway in Heilongjiang province, and thenecessary physical test data. Based on the high latitude, low altitude peculiarcharacteristics and laws of cold climate in Heilongjiang province, the basictheory and actuarial application study of this subject was carried out.First of all, the snow blowing disaster type of highway and its formingcondition and mechanism were discussed. On the basis of temporal and spatialvariation of surface wind field, snow stream running form and movement ruleswere analyzed by numerical simulation in this research. Secondly, this paper focuses on highway of blowing snow disaster and itstemporal and spatial distribution characteristics and variation regularity deeplyof Heilongjiang province. The weather factors, the great snowfall temporal andspatial distribution of the main features and formation conditions in last30yearsof Heilongjiang province are statistically analyzed. At the same time, thesnowdrift in vertical and plane distribution were researched well. Then mostparticles of the snow streams are concentrated in the height of0~20cm as themain conclusions and regularity of the temporal and spatial distributioncharacteristics.In addition, the physical properties, atmosphere conditions, topography,vegetation and natural environmental factors of the snow, as well as the highwayroute location, direction, the cross section, excavation and filling height ofroadbed, roadbed slope gradient and geometric conditions, as well as the centralstrip, roadside fence, green belt, toll station, tunnel and other ancillary facilitieson highway blowing snow disaster impact were also analyzed in this paper.Based on the results, the key factor in blowing snow disaster formation was putforward. At the same time, based on the research results above, the classification of snow blowing disaster in Heilongjiang province was set up.Finally, the prevention technical measures of highway snow blowingdisaster in Heilongjiang province are discussed and studied specially. Based onthe actuarial condition and the experience in disaster prevention and reduction,The guiding ideology, main principles, basic principle, technical method, thecommon combination, and the best snow prevention technology of practicalapplication point and implementation suggestions were presented.In conclusion, the study has certain innovation on the temporal and spatialdistribution, influence factors and prevention methods of snow blowing disasterin high latitude and low altitude region. The research results have an importantbasic guarantee and technical support to the disaster prevention and highwaytraffic service for local economic and social development of HeilongjiangProvince better.
