As a newly developing inter-city transportation mode which is planned and constructedin recent years, inter-city rail transit has strengthened the contact and communication betweencities for its rapidity and capacity. On the other hand, its rapid development will change thedeveloping mode of city system in metropolitan area and people’s inter-city trip behavior.Since the inter-city rail is at initial stage in our country, the planning, design, construction,operation and management theories for city rail are still not mature and most of them drew onthe developing experience and relevant theory from rail and urban mass transit at home andabroad. Presently, the passenger flow assignment theory and practice for inter-city rail mainlyconcentrate upon the models and theory applicable to the small scale rail net, which cannotfully consider the factors such as its operation characteristics, technology modes and inter-citytrip behavior and so on.In the paper, the inter-city rail’s traffic function characteristics are studied based on theanalysis of the inter-city rail’s main technical characteristics; based on the analysis ofinter-city trip’s characteristics in metropolitan area, characteristics of whole process trip chainis studied and affecting mechanism of traveler’s trip behavior is proposed; the passengerflow assignment model based on general cost equilibrium is constructed through fullyconsidering the affecting factors in connection and transfer process and introducing theconcept of general cost; the link’s general cost composition, its function form and parameter calibrating methods are studied and its network topology methods is proposed, which providetechnological and theoretical basis for the model’s solving; based on all-or-nothingassignment iterative algorithm, solving algorithm is designed through setting condition ofconvergence and iterating direction; the passenger flow assigning case of inter-city railnetwork in east area of Guangdong province prove the validity and practicability of theproposed model and theory system through comparative analysis of the proposed model andshortest path model. The basic principle of equilibrium theory and the highly developed trafficinfrastructure and information construction provide a solid theoretical premise for theproposed model. The network scale effect, good compatibility and coordinating managementmake it have wide application prospects.
