| Along with the social economy development, our country urbanization advancement is unceasingly speeding up, and it has formed some urban agglomerations . Urban agglomeration is composed of a especially big metropolis city and some other cities and towns around it , for example the near Bohai Sea area which includes Beijing , Tientsin and Hebei province , the Yangtze River delta area and the Zhujiang Delta area and so on. In view of the present transport situation, transport infrastructure network can not meet the coordinated development of the urban agglomerations;especially it can not meet the increasing passenger demand between cities. The inter-city rail system has some characteristics and advantages, such as quick speed, big transport capacity, comfortable condition, safe, little environmental pollution and so on. It's often the first choice of traffic way for most urban agglomerations in the domestic and foreign countries, and the inter-city rail system may continue to accelerate these areas to develop. Therefore, it is need to study the inter-city rail system, and has important theoretical and practical significance.Investigating on urban agglomerations intercity transportation and referring to successful experience abroad, the article, oriented on system engineering, adopts both qualitative and quantitative methods and presents some main views on inter-city rail system. The context includes the following contents: first, this article analyzes the urban agglomeration inter-city rail system as a whole, including through comparison with other transport modes to define its concept and presents its functions and features. After that taking the Yangtze River delta economic zone as the background, it introduces the region passenger flow forecast method as well as the intercity rail network planning principles and methods. Next it discusses the intercity rail network planning appraisal method. Finally it introduces some ways to link up with other traffic ways and fund raising methods.
