Along with the enlargement of the highway transportation investment in China, thehighway transportation business of the our country develops quickly, the construction of thehighway not only raises the level of the highway transportation in China, but also has functionto push the social economy development which can’t be neglected. At the same time it is alsocharacterized by its great investment, big loan stress, long reclaim term, and so on, so how toraise the investment benefit of the highway construction project, optimize investment project,let the limited funds develop a well performance, has become an problem that should beresolved in urgent demand in the highway construction of China.The national economic evaluation is to offer a systemic and objective analysis to thehighway construction which is being opened to traffic. It also will give advice to thedecision—making management of the highway construction by means of cost and benefitanalysis. So the investment benefit can be promoted greatly.Firstly, this thesis introduced the concept and principles of national economic evaluation.Evaluation methods of macro-level and working procedures was investigated, and this pacedthe way for the full-text. Secondly, following the principle of “the best possible use”, theshadow price of road construction projects was investigated, and method of calculating theshadow price was got in the thesis. Then, according to new version of《The economyevaluation method and parameter of road construction project》, this thesis analyzed andinvestigated the method of calculating the cost and benefit analysis. Finally, the author made anational economic evaluation example.
