On the basis of asset peculiarity of water resource, this dissertation deals with the necessityof water resources asset valuation. Under the guidance of production theory and linearregression analysis approach, it also discusses the inter-relationship and influence betweenwater resource and the GDP, industry, agriculture, ecological environment as well as thepeople’s livelihood in Hanbin District Ankang City and meanwhile, introduce in the conceptof contribution degree of water resource. The shortage of water resource may directly lead tothe adjustment of regional industrial structure and GDP and exert great influence onagricultural production. Therefore, water resource plays a non-critical but indispensible rolein industrial production. A favorable economic condition could benefit water resource and thepeople’s well-being could be improved in turn.This dissertation illustrates the infeasibility of the traditional way on water resource assetevaluation. By means of present earning value method in asset evaluation, a mathematical modelof water resource is built, in which the related parameters and variables are analyzedthoroughly. After a comprehensive evaluation of water resource situation in Hanbin Districtof Ankang City, it comes to the conclusion that in2011, the water resource asset value is3.841billion yuan, and the comprehensive asset value is39.66+E.E.S.Through thecalculation on water resource’s contribution degree, it concludes that in Hanbin District of2011, the contribution of water resource to GDP is0.249; industrial water resource asset toindustrial total output is0.017; water resource used in hydraulic electro generating tohydroelectric industry is1; water resource asset in tourism to comprehensive income intourist industry is0.61;agricultural water resource to total agricultural output is0.43. Suchconclusions could provide foundations for the decision making of water resource sustainableutilization and the urban development, which is beneficial to capitalized management ofwater recourse. It shows the value of water recourse in Hanbin District of Ankang City withintuitive data, and provides fundamental data guarantee to some related department in termsof the application and programming on water recourse. It is crucial that the developments andoptimal allocation management have a long-term influence on the regional economy,sustainable development of ecological environment and people’s living hood.
