| Water is a basic natural resource as well as a strategic economic resource and apublic social resource. The sustainable use of water resources is an importantguarantee for economic and social sustainable development. Currently our country isfaced with three major water problems: floods, drought and water shortage,worsening water environment. Particularly the shortage of water resources hasbecome an important restricting factor for socio-economic development, and it hascaused widespread concern in the country even in the world. Just as the UnitedNations pointed out in the report《comprehensive evaluation of the world's freshwater resources》in 1997: "The problem of water shortage in 21st century will be aserious constraint on economic and social development, and may lead to conflictsbetween states." On the background of uneven distribution of water resources,inter-basin water transfer is an effective measure to solve the uneven distribution ofwater resources and the contradiction between supplying and demanding as well asone of the important ways to promote comprehensive development in water-deficient areas and utilization of water resources. The implementation of aninter-basin water transfer project has far-reaching effects on region's social, economicand ecological environment, thus largely affects the regional sustainabledevelopment.On the basis of reading a large number of documents,this paper summarizes the relevant research results of how inter-basin water transfer affects region's economic and social development. With the continuous development of economic, society, science and technology, it points out the problems that exist in current researches: there is hardly quantitative research in the research field. This paper proposes the concepts of water resources contribution degree(WCD) and water resources contribution rate(WCR) and the specific calculation method, and analyses quantitatively the effects that water resources affect region's gross domestic product(GDP).The research of the concepts of water resources contribution degree and water resources contribution rate is one of the key parts in this paper. On the basis of reading relevant research results, this paper proposes the concepts of water resources contribution degree(WCD) and water resources contribution rate(WCR). It defines water resources contribution degree(WCD) as the GDP annual growth rate brought about by the usage of water resources, and it defines water resources contribution rate(WCR) as the percentage of the GDP growth rate brought about by the usage of water resources in the total GDP growth rate. The research of method of calculating WCD and WCR is a second key part of this paper. Based on the water production function, it proposes the formulas calculating WCD and WCR, which are named ZD Formula in the paper.To verify the method presented above, it is applied to the South-to-North Water Transfer and Zhengzhou City. This paper takes 1999 as datum year and takes 2010,2020,2030 as planning years, calculates the WCD and WCR to the GDP of Zhengzhou after completed the Middle Route Project of South-to-North Water Transfer, analyses the calculated results. It analyses the effects qualitatively caused by water transfer from three aspects including social economic and environmental, and makes water distribution system plan protecting the sustainable development of Zhengzhou and sustainable use of water resources. The results indicate that the calculated results in the paper are reasonable, and the calculation method is feasible, and the method proposed in the paper can be applied to analyse quantitatively the effects that water resources affect region's sustainable development. It offers scientific references for decision-making on region's sustainable development and sustainable use of wter resources. |
