The demand of the electric power quality is advanced. As the important index to measure the electric power quality, the voltage qualified ratio is increasingly paid attention to. In this paper, the significance of voltage monitoring is introduced. According to the demand of the electric corporation voltage management, the technique route of the voltage tele-monitoring system is analysed. The way to develop the voltage tele-monitoring system is illuminated from the network framework, the communications mode, the system platform, the system framework, the system function. The way to simulate and control voltage based on topology of the network, and the statistical time-sharing technique of the voltage are advanced. The problem of the decentralization of the voltage monitor spot, the disunion of the function and communication agreement stipulations of the voltage monitor, the singleness to suit the voltage class of the voltage monitor, the impotence to discover the period of time rule that voltage exceeds limit in time, and the inconsequence of adjusting electrical source voltage is solved. As technique standard and communication agreement stipulations of the voltage monitor are uniformed, the voltage tele-monitoring system is established. The principle of set up the voltage monitor spot, and the quantity of the voltage monitor spot is more less than that of user. It is shown that the voltage tele-monitoring system increases the voltage qualified ratio from lOkV to220kV, raises the voltage management level of the electric corporation, and realizes the online management of all voltage monitor spot.
