The demand of the electric power quality is advanced. As the important index to measure the electric power quality, the voltage qualified ratio is increasingly paid attention to. In this paper, we firstly describe the definition of the voltage quality, and introduce the latest improvement of the intelligent voltage monitoring system inside and outside China. We then propose to establish the tele-monitoring system in order to match the development of state grid and improve the voltage monitoring mode in Shenyang City. This system is composed of business framework, application framework, data framework and technique framework. We also introduce its setup of software and hardware. Finally, we illustrate the powerful function of this system, including voltage data management, the management of voltage monitoring spot, etc. It is shown that this intelligent voltage monitoring system increases the voltage qualified ratio, raises the voltage management level of the electric corporation, and realizes the online management of all voltage monitor spots.
