Some engineering accidents have been common occurrence in recent yearswhich are caused by two reasons on the whole. One reason is that the buildingsbeyond the time limit are being used or without corresponding safety treatment; Theother is the sudden breakage of the building structure caused by natural or factitiousfactors such as earthquake effect or human bomb attacks. The safety of largestructure engineering has a bearing on the development of social livelihood andeconomic, so to assess the safety posture of building structure correctly is the basicguarantee of making structure used and operated normally. To take deformationmonitoring on large buildings is a main way and method to ensure the building in anormal operation.Geometry deformation monitoring is an important means to diagnose buildings.There are many advantages in using Geometry deformation monitoring, for example,high precision, large range, representative and reliable material etc. The most cruciallink of geometry deformation monitoring is how to determine precision index of thedeformation monitoring.At present, the accuracy index of deformation observationis determined mostly due to the accuracy criterion of deformation monitoring thatproposed by FIG at the13th congress,1971, namely, the observation error valueshould be much smaller than1/10~1/20times allowable deformation value.Therefore, the key problem is to determine allowable deformation value. This papermainly study how to determine deformation-value in deformation observationstructure using the theory related to finite element method under an actualengineering background. The main research work and contributions of this paper isas follows:(1) Take the existent method of deformation observation precision index asreference to determine the allowable deformation value of the buildings in the rangeof flexibility based on the theory of finite element method.(2) Using theoretical approach of improving the wind load factor, we can takeobservation error into load combination to get the most disadvantage loadcombination value that attach to model stress analysis. (3) We take the basic thought of the finite element method as premise.With thehelp of large finite element software (ANSYS), to build the high-rise buildingstructure analysis model based on wind load.(4) The work begins with the observation accuracy which is determined byobservation accuracy and traditional measuring method to verify the advantage andfeasibility of the model through operating accuracy analysis for the observationresult.
