In resent years, with the development of economic and the increasing of foreign tradebusiness, maritime transportation is developing in a high-speed in our country. Maritimeaccident rate also increased year by year. The maritime search and rescue technology isessential. How to improve the maritime search and rescue ability, success rate and deal themaritime accident effectively and timely, the solutions to these questions is the main point.The maritime search and rescue is dealing with sea incident career which needs thecombination of professional forces and social forces, the support of many departments anda lot of subjects, the joint efforts of the whole society to participate. No doubt, the smooth,rapid and efficient of cooperation and coordination in the various organizationaldepartments that participate search and rescue will be one of the key factors the maritimesearch and rescue mission to be able to succeed. So to optimize the flow of maritimesearch and rescue cooperation has very important practical significance.To optimize the flow of maritime search and rescue cooperation, the process analysismodel of maritime search and rescue cooperation is established by workflow, Petri net andMulti-Agent Systems. Use of the D+PDCA method to analyze the key nodes in thecooperative process, the bottlenecks of cooperation process is obtained. Then, building thepreliminary framework of the model bases on the maritime search and rescue process.Use of Petri net to form the relatively simple model. In order to solve the workflow systemresource conflict problem, to solve rigid model during the execution, to enhance the users’initiative to participate in activities, Multi-Agent Systems are used to form the final model.With JADE and NetBeans for development environment realize the model by preliminary.Use the method of D+PDCA analyze the processes and results indexes and confirm thatthe model optimizes the existing cooperation process.
