With the development of maritime transportation and the increasing number of large, professional, speed-up ship, maritime accident rate also increased year by year. Maritime accident not only caused casualty and property loss, but also caused environment pollution. In order to maintain and promote Marine economic sustainable development and guarantee the safety of the modern ocean, the maritime search and rescue technology is essential. How to improve the maritime search and rescue ability and success rate and deal the maritime accident effectively and timely, the solution to these questions is the main point.This research originates from LiaoNing innovation team project whose name is "The maritime search and rescue decision support system based on Agent and information fusion". Combined with LiaoNing maritime search and rescue center's practical application, this article focuses on how to use Agent and Ontology in the system. Among them, the Ontology is designed to shape maritime search and rescue domain knowledge modeling, Agent is used for decision-making support system's analysis and design.This article analyzes the existing maritime search and rescue systems, finding that all these systems are lack of intelligence, sharing, reusability and interoperability, etc. To solve these problems, the Ontology and Agent technologies are introduced to the maritime search and rescue decision support system. Agent technology has been proved to be an effective way to deal with complicated distributed system; meanwhile, the system which is designed and realized by Ontology has good sharing, reusability and interoperability. Thus, this paper explores the method of modeling and realization intelligent decision support system which is based on Agent and Ontology. Combined with maritime search and rescue requirements'analysis, this paper provides a half automation solution to design and deploy Agent and Ontology system, which is applied to designing and developing maritime search and rescue decision support system. The system adopts Protege to establish maritime search and rescue domain Ontology model, constructs Agent based maritime search and rescue decision support system model, then completes the system in JADE platform. The research mainly concerns on the following aspects of theory and application: (1) Ontology related theory, the maritime search and rescue domain Ontology modeling, and the accomplishment of Ontology knowledge in relation database of storage.(2) Multi Agent technology and decision support system related theory, constructing the Agent based maritime search and rescue decision support system model, Agent interaction model and completing it in JADE platform.(3) Agent and Ontology technology integration, providing a half automation design and implementation solution of Agent and Ontology based system, solving Agent communication based on Ontology.
