With the increasing demand of power and the coming of a big change in the structureof energy resource nowadays, the development of hydropower will be the key to theproblem. The quality of the hydro turbine governing system decides the power systemstability calculations,thus,the accurate modeling and having a good operation quality ofthe hydro turbine governing system are research tops and in urgently needed problems tosolve for the scholars.In this paper,we have described the structure of hydro turbine governing system andthe controller based on the above. The law of a hydro turbine governing system will begrasped through system identification. And the system identification is done for a bettercontrol of the hydro turbine governing system. So, we need to develop a system which tohighly-inosculate the already existed system and doing the parameter optimization of thecontroller based on the developed system, in order to make the quality of this controlsystem better.A linear hydro turbine governing system is established with small disturbing based onSIMULINK. We give all the needed operation parameters to the system. Then we build themodel structure of the controller, servo system, hydraulic turbine, electric generatingsystem and its load. And a new study on the system identification and parametersoptimization occur based on this system. By least square (LS) method, the parameters ofhydro turbine governing system can be obtained, based on the usage of the MATLABfunction tools. The comparison of result curves of the two systems, that one is theidentified system with LS and the other is the existed system, shows the validity of the LSsystem identification. Besides, in order to better the quality of the control system, geneticalgorithm (GA) is used to optimize the PID parameters by MATLAB Language design.By comparison of the output curves of step response of the original system and the system with optimized parameters, we can conclude that the quality of the controlling system hasa much higher level. Therefore, we have found a good new way to improve the quality ofa hydro turbine governing system.
