Development goal of highway construction is from the road itself,moving to modernize the management of the highway, on the "road loans,loan fees," as the main mode for highway construction, with the gradualformation of the highway network, transmission and exchange ofinformation put forward new demands, become the most important issuefacing the highway operation. In order to solve the traffic capacity of thehighway toll station and toll-scale conflict between the highway in recentyears, management was gradually extended ETC (the whole referred to asElectronic Toll Collection Electronic Toll Collection, hereinafter referredto as "ETC") charging method, but for the introduction of ETC toll wayinvolved in the process of specific design and rehabilitation programs,and the resulting social, technological, economic and other aspects of thecombined effect analysis is still at an early exploratory stage.
