The Yangtze River, the golden waterway, is an important component of Valley integrated transport system as well as the important strategic resource of china’s economy development. Fast development of economy along the Yangtze River promotes the rapid development of the Yangtze River shipping. According to statistics, it completed1.49billion tons of the Yangtze River cargo in2009, up9%at the same rate; it passed through69.81million tons goods of the Three Gorges ship lock, the rising rates are12%and14%respectively since the year2000. In recent years, the Yangtze River Maritime Council area traffic growth appears steady, the Three Gorges reservoir area ship traffic increased nearly20%annually. With the increase of the vessel traffic flow, especially the increase of the transport of dangerous goods, the Yangtze River water traffic safety is facing new challenges.Waterborne traffic was a complex system composed by "people, boats, environment, and management". The waterborne traffic accident is always accompanied by the occurrence of the marine activities. As a result, it leads to a significant hazard to the normal economic life, such as the casualties and economic losses. Meanwhile, the water pollution caused by ship accidents often brings to a serious environmental damage. Therefore, the further study of water safety’s early warning management, which promotes the water monitor implement great changes so that the changes from after to the pre-engaged, from being passive to active movements, from experience to science. It is of great significance to protect the smooth flow of the Yangtze River shipping, regional sustainable development, improving the pertinence and timeliness of the water safety’s preventing and pre-controlling work, enhancing the supervision of the and security of maritime capability of the Yangtze River’s water safety.The main conclusions of this paper as follows:Ⅰ. In a perspective of the key sectors of the gold aqueduct in the Yangtze River navigable water environment, water and bad weather is the major factor which affects the key sectors of the gold aqueduct in the Yangtze River waterborne traffic safety. Although the crew risk is the main direct cause of the accident,"environmental risk" is always the major inducing factor in human error from the point of the process of accident."Environmental risk" is the main defense targets of the waterborne traffic early-warning management.Ⅱ. Through the expert’s investigation, it becomes scientific and operable to determine the key sectors of the gold aqueduct in the Yangtze River waterborne traffic safety warning categories (early warning factors), early warning judging criterion and hierarchy standard by using the factor analysis method and the Delphi method. Based on the analysis and evaluation of risk factors, proposed the key sectors of the gold aqueduct in the Yangtze River waterborne traffic safety four major risk categories, of the safety warning categories, which are the natural environment, navigation order, ship operation, and management. The early warning evaluation standards make up of the23indicators and four risk rating.Ⅲ. The existing waterborne traffic safety warning models mainly confined to the theoretical research of the key sectors of the gold aqueduct in the Yangtze River, and it is hardly put into practice of the waterborne traffic safety management. In view of the majority of water traffic accidents is the main incentive accident, this paper presents a practical and feasible early warning model-the key sectors of the gold aqueduct in the Yangtze River safety warning models (Safety Early Warning Model Based on Multi-factors Coupling).Ⅳ. The paper has developed the key sectors of the gold aqueduct in the Yangtze River safety early warning management software system based on the model above.
