The Yangtze River, the most important inland waterway in China, has the characteristics of low shipping cost and large capacity and unique advantages compared with other modes of transportation. With the rapid development of national economy and the unceasing enhancement of industrial and agricultural production and people’s living standard, our country’s demand for dangerous goods, such as oil, liquefied petroleum gas and chemical raw materials, is increasing. While compared with the ordinary goods, dangerous goods are of ignitability, explosibility, causticity, toxicity and radioaction, which requires high security standard. It may cause casualties, property loss and environmental pollution and other serious consequences if any carelessness takes place in the process of transportation, loading and unloading. With the rapid development of dangerous goods shipping on the Yangtze River, the risk of dangerous goods accidents is increasing. Under the guidance of "sustainable development", its safety problem has attracted much attention from all walks of life. Therefore, making a study on the safety evaluation of dangerous goods shipping on the Yangtze River has important practical significance.This paper takes the evaluation of dangerous goods shipping on the Yangtze River as the research object and analyzes the current development of dangerous goods shipping on the Yangtze River as well as factors influencing the safety of dangerous goods shipping on the Yangtze River. At the same time, this paper builds safety evaluation index system of dangerous goods shipping on the Yangtze River from five aspects, that is, human, ship, environment, goods and management. According to corresponding specification and research results, levels of evaluation are calculated and index weight is determined by choosing combination weighting methods.According to the theory of Set Pair Analysis method and many uncertain factors the safety evaluation of dangerous goods shipping on the Yangtze River involving, using Set Pair Analysis method to describe the safety system, establish the evaluation model, complete the comprehensive and set pair analytic evaluation by introducing the concept of degree of safety in order to build safety degree level of dangerous goods shipping safety evaluation index on the Yangtze River, and then determine their levels of safety evaluation according to the actual situation of dangerous goods shipping safety on the River. Taking Wuhu area under the jurisdiction of the maritime safety administration for example, by applying the comprehensive evaluation model for dangerous goods shipping safety of the Yangtze river, the correlate number of principal value of dangerous goods shipping of the Wuhu is0.284, and the corresponding the degree of dangerous goods shipping safety evaluation of Wuhu maritime bureau is above safety level, so Wuhu maritime bureau of dangerous goods shipping safety is in a relatively safe level.Through the above research, this paper puts forward some strategies to improve dangerous goods shipping safety on the Yangtze River so as to achieve a safe, green and sustainable development of dangerous goods shipping on the Yangtze River, and the Set Pair Analysis method in this paper can be applied on shipping transportation which makes great value.
