With the accelerated process of urbanization and increasing levels ofmotorization, urban transport problems are constantly emerging and growing. In theexisting traffic environment, the intelligent transportation system of urban arterial roadhas become one effective way to make the conditions of their people, vehicles, roadeffective managed and solve the current problem of urban transport. As an importantmeans of improving the road network level of service, urban roads signal controltechnology and strategies are not only an essential part of the process for modeling ofcomplex systems, but also the traffic congestion resolution mechanism of the importantfactors.Therefore, it needs to increase the efforts of the cross-roads of the city portsignal optimization techniques and methods of control.Paper firstly reviewed the research ststus of the signal control technology both athome and abroad and summarized the various advantages and disadvantages ofadaptive technology applications.It inspired new, effective, wide range of applicabilityof control technologys applied to the urgency of urban roads.Second, it analyzed thetraffic flow and control-related theory of urban trunk road.Based on the classical LWRmacroscopic traffic model,It made Cell Transmission Model(CTM) as an basis ofurban arterial traffic signal control modeling:it made road traffic flow as object of thestudy and road network for cell division and the state description, the establishment ofurban roads intersection cell transmission model; it also described the intersection ofurban roads affect traffic flow controlled by the signal discrete phenomena andsimulated dynamic evolution in the network;For reasonable controlling traffic flow andoptimizing signal timing, based on CTM of urban arterial, it combined with geneticalgorithm and immune mechanisms design optimization of the signal linkage algorithmto green time of phase optimization.To verify the advantages of the control model and optimization methods andtheir application characteristic of a preliminary study, it chose LongHai Road of BananDistrict in Chongqing City as simulation modeling platform for case studies andanalysis. The simulation results showed that: the optimization algorithm overcomed thepast failures in a wide range of shortcomings.Compared to the fixed sensing control,the total traffic delay reduced by45.7%.
