The Shandong Section project of the East Route South-to-North Water Diversion is an especially large inter-basin water diversion project. Its main line enters Shandong Province through Hanzhuang Canal at the provincial boundary between Jiangsu and Shandong, intersects in Dongping Lake, where it appears T-shape with its South-north route and East-west route. Its length from south to north is434.8km; and from east to west is291.58km; the total length of the main line in Shandong is726.38km.Due to the length, the multi-user range, the mixed configuration of local water and external water, the automation control requirements, the joint scheduling and joint control requirements, the complex systems and its complex management of the Shandong Section Project of’the East Route South-to-North Water Diversion, a perfect and advanced dispatching management system which relies on advanced information collection technology, information processing technology, automatic control technology, computer network technology, communications and modern operation, maintenance and management is needed to guarantee the water diversion safety. It will achieve the maximum utility of water resources and its great economic and social benefits by avoiding to generate disposable water with continuously optimizing and perfecting the dispatching program. Communication transmission system is part of the infrastructure for the entire Shandong section Dispatching Management System, responsible for transmitting voice, data, images, and other information among all management organizations and between management organizations and local station, providing services for the computer network system, the executive telephone and voice dispatch system, data storage and management systems, video conferencing systems and other systems, Which guarantees the timely delivery of various dispatching and decision instruction.This thesis begins with requirements analysis of the communication transmission system, carries out a detailed program design, puts forward the equipment selection requirements and engineering requirements, according to the goal of building the system. In this paper, the specific work is as follows: 1. Analyse the project background and project goal.2. Research the current development status of the communication transmission private network technology.3. Analyse the requirements of the communication transmission system of the Shandong Section South-to-North Water Diversion Project, combining with the engineering practical situation.4. Complete the detailed design work of the communication transmission system, according to the requirements analysis:choose the optical fiber communication technology as the main technical route after a comparative study of the networking technology; and choose the MSTP network technology scheme adapting to the engineering actual demand after a comparative study of the currently popular system of fiber networking technology; and then design the overall structure and network organization scheme of the communication transmission and gradually make a more detailed design scheme.5. Put forward equipment selection requirements, combining with the engineering practice situation and the front technical research and analysis.6. Put forward the detailed requirements of the project implementation, which practically guiding the construction of the communication transmission system.7. Finally, summarize this work and predict the development of the communication transmission private network technology and the communication transmission system of the Shandong Section South-to-North Water Diversion Project.This communication transmission system applies SDH-based MSTP technology and microwave technology in the communication transmission system of the Shandong section South-to-North Water Diversion Project, combines self-built and leased telecommunications public network, takes the two-tier structure mode of backbone layer and access layer, which builds the high-speed, reliable, secure communications network, and interconnect with a public telecommunication network to meet the needs of the water diversion operation control, production scheduling, administration management and other kinds of information data transmission.
