Water resource is poor, unevenly distributed and heavily polluted in China. The middle route of the South-to-north Water Diversion Project is an inter-basin, long-distance and large-scale water transfer project which aims at solving the water shortage in north China. To monitor the water quality, reinforce the water quality management and fully play the project benefits, it is essential to build water quality monitoring system. The water quality monitoring system could help master the water quality status timely and handle sudden pollution efficiently, thus ensure water safety. This dissertation analyses the system demands and builds the general framework of water quality monitoring system for Mid-route of the South-to-north Water Diversion Project on the basic of summarizing the development in water monitoring system domestic and oversea.The design idea is:using framework which is mature and in accordance with industry trend; considering the balance between mature technology and advancement, usability and robustness, maintenance cost and construction cost, openness and security. Based on principle of advancement and openness, the system uses J2EE technical architecture; using C/S and B/S mixed mode to implement different functions; using Oracle database and ArcGIS to ensure stability; be able to use multi-layer technology; making all applications implement through configuration.Water quality monitoring system includes water quality information collection system and water quality monitoring application system. Water quality monitoring system adopts three-tier architecture, which consists of infrastructure, application-enabling platform and application layer. Its primary service includes water quality information collection and application. Water quality information collection business consists of monitoring station network setup, water quality fixed monitoring, automatic monitoring and dynamic monitoring This paper determines the layout of monitoring station network, sampling strategy, monitoring parameters and analysis method. Water quality monitoring application system is made up of8parts including monitoring data management, station network management, evaluation system, data compilation system, water quality prediction system, information inquiry system, discussion supporting system and information publishing system. This paper details the hierarchical structure and specific function of each subsystem. At last, the conclusions of this paper are given; the further research and investigation are suggested.
