The Research About Planning Control Strategies Of Villages In Scenic Area

Village in scenic area is a special class of village construction. It has a plenty of natural resource, culture resource and particular region advantages, which benefit from nearby the scenic area. With the arrival of the national travel era, most villages in scenic area continue to face the dual pressures on development of the tourism industry and traditional environment protection. Village development planning should be an appropriate balance between development and protection.However, the current village development planning tends to neglect the particularity of rural social, economic and environmental. It mock the planning ways of urban residential areas, and the result is construction styles of village in China are similar.With analyzing the disadvantage of village planning methods for village land utilization and function promotion, the goal of this paper is to establish a development control system based index limit or guide, and form a normative supervisory pattern with governments, planning department and villagers. The development control system can make up for the lack of village planning in technology and management methods.The paper systematically analyzes the characteristics and planning needs of the village construction land use, and summarizes the needs and strategies of function promotion about village in scenic area. Based on these research results, the paper propose control management strategy which guiding development direction and construction details about village in scenic area, and demonstrate the specific content of planning through an example "the development planning of Shaojiwan fishing village in Zhujiajian, Zhoushan.
