With the intellectualization of power system, it is required the information architecture of grid enterprise more and more flexible and can quickly adapt to the changes of grid enterprise business. However due to the differences of the realization technology, operating system platform, as well as information model, the information systems have became information isolated islands and there are much redundancy. And the information in these systems are inconsistent and redundant. Therefore, there is an urgent need for enterprise to flexible integrate these systems and can quickly respond to the change of business.SOA is a method to solve the above problems, it provides all the systems functions in the form of services. These services are loose couple and can be reused and combined. The interfaces of services and communication between services are both standard. That enable company to quickly apply existing services to build a new business system.The implementation of SOA is a gradual process, enterprise should build a service warehouse step by step and make some technical verification. This article take power system risk assessment system as a start point to research the building of SOA-based application. Because risk assessment is the focus of research and cross many different applications. This paper present a combined of violation-driven and event-driven risk indicator hierarchy and discuss the concerns and calculation process of both indicators. Then the function module division and service implementation are studied.Firstly a detail introduction to the technology of SOA, including SOAP style and REST style web services are presented. Then this article gives the principle and process of risk assessment. Finally the concrete realization of SOA-based risk assessment system is introduced, including the functions and UI Design.
