There are a lot of small and medium-sized heating units in self-provided powerplant nowadays. The coal consumption of these small and medium-sized heating unitsis great. They pollute the environment and influence the national energy policy ofrational utilization. The govenrment has fomiulatcd relevant policies to limit thepower generation of these small autonomous power plants by the principle ofOrdering Power by Heat. But the regulation to these aulonomous power plant chargedby relevant power departments is immature. This paper establishes a mathematicalmodel of Ordering Power by Heat and provide academic basis for the regulation oftheir power generation.Ordeirng Power by Heat means determining the power load by the heat load andminimizing the condensing steam tor power generation, so figuring out the minimumcondensing steam quantity is the prerequisite to establishing a mathematical model ofOrdering Power by Meat. In this paper we can figure out the minimum condensingsteam quantity in the condition that the power generated by the last stage is zero. Thatis wc assume a minimum condensing steam quantity and judge whether the effectiveenthalpy drop approach to zero in the last stage by iteration. The effective enthalpydrop in a steain turbine stage is the steam’s work ability. The tlow rate and clcctricalpower had linear relationship in the simplified working conditions diagram. We canget the equation of the minimum generation load and the main steam flow based onthe minimum steam condensing working condition line in the simplified workingconditions diagram. Then we figure out the minimum generation load in differentamount of extraction steam. And linally we can make out a mathematical model ofOrdering Power by Heat in the heat supply unit by curve fitting analysis.
