Research On The Optimization And Evaluation Of Ships In Civilian Ship Mobilization

Logistic support plays an more and more important role in the modern naval battle,and the civilian ship mobilization is the main way to meet the logistical needs of the Navy,in this sense, the velocity and scale of civilian ship mobilization determines the trend of naval battle. So it is an important issue for every ocean power that how quickly and effectively to complete the mobilization of civilian ships.In civilian ships mobilization, an important and basic step is the collection of the civilian ships. But our country has not yet formed a systematic, standardized and legal method for the collection of suitable ships and mainly rely on the experience of experts to select the ship.Based on the problem of our country’s current civilian ship mobilization, the paper has studied that how how quickly and effectively to complete the mobilization of civilian ship and includes the following points:(1) The content of logistical support provided by civilian ships mobilization and it’s development trends have been introduced in detail. The paper also takes the refits of container ships as examples to analyze the complexity and variability of collection of suitable ships.(2) The concept of the potential library of civilian ships mobilization is raised. The civilian ships have been sorted by using the theories of fuzzy clustering analysis based on certain classification criteria (for example,a similar speed,a similar deadweight, a similar shiptype),and the refit potentiality of civilian ships could be estimated by some formulas, an example is given to illustrate the feasibility of the idea.(3) Based on the current conditions of our country,the method of selecting suitable ships has been suggested. It should be made a priority to select the preset ship.If the preset ship does not meet the military needs, each expert could use the AHP or their own experience to select ships,and proposals of all experts should be submitted for decision makers to make a decision. An example is given to illustrate the feasibility of the idea.(4) A web platform is developed by using asp.net technology on visual studio2010and SQL2008Express platform. An example is used to demonstrate the function of civilian ship collection and estimation of refit potentiality of civilian ship.It is to be hoped to provide a reference for the informationization of civilian ship collection.
