With the rapid development of economy and society, urban traffic congestion has become a serious social problem. This phenomenon attracts many national governments paying more attention to urban transport system management. Because of limited urban space, it is impossible to solve the urban traffic congestion only by building urban road and other infrastructure. The development of more effective urban traffic signal system is the fundamental way to solve the problem of urban traffic congestion.The most widely used urban traffic signal control systems, such as the SCOOT in the United Kingdom, SCATS in Australia, ITACA in Spain, are successful examples of the traditional urban traffic signal control system. By studying these traditional traffic signal control system, we find several deficiencies of the current traffic control systems:First, most of the signal control system is not adaptive control mode, and the traditional signal control system optimization and control method just consider the static traffic state parameter, most of the control systems are not adaptive but reactive and responsive instead. Second, most of the current signal control system focus on the control of single intersection optimization, lack of the coordination control in urban road network. Currently, the multi-intersection traffic signal coordination control is not sufficient.To solve the above problems, two jobs are done in this paper. First, adaptive regulation mechanism is introduced into the existing isolate intersection signal optimization control model to build the city traffic signal adaptive control model and method. Second, based on the coupled dynamical system phase synchronization model, a urban arterial system signal phase synchronization coordination control method is proposed. In this method, isolate intersection optimization control and multi-intersection coordination optimization are combined into a two-layer structure. The lower layer is isolate intersection control strategy optimization, while the upper layer is multi-intersection coordination control for urban arterial system signal coordination control.Finally, under the traffic simulation platform environment of VISSIM we designed simulation experiments to evaluate the urban traffic signal coordinated control method. The results of experiments demonstrate the effectiveness of the system and method.
