The safety and unimpeded conditions of the highway toll is an importantguarantee to have an efficient operation of our country highway system. With therapid development of national economy and transportation industry, some toll stationsare affected by traffic congestion, traffic accidents, but due to the lacking of technicalaccumulation and limiting of management experience, the present main managementmode is the passive and experienced. So, this dissertation is focus on the trafficcongestion and traffic accidents, these two kinds of emergency of highway toll station,to make a strategy from the traffic controlling and traffic emergency management twoaspects to solve problems.The dissertation is based on the survey and analysis of the traffic characteristicsof expressway toll, then find out the reasons of formation of traffic congestion andtraffic accident. From intelligent and proactive management perspective, according tothe expressway toll’s monitoring needs under the emergency conditions. To researchthe traffic controlling system from the aspects of task analysis, function design,system structure design. From the active prevention, standardization managementpoint of view, to use the emergency management, organization of traffic flow andtraffic controlling model and method, to analyzes the characteristics of the trafficemergency management, and put forward measures of management and organizationabout the traffic flow and the speed control of the traffic on the toll station andadjacent road traffic flow channel, and takes out the traffic emergency plan on theexpressway toll station.The research results of the dissertation can provide certain reference for theexpressway management. |
