The Study Of Sand Handling Management In Main Ports Of Yangzi River

With the rapid economic development of Yangzi River Economic Zone, the scale of infrastructure construction is growing larger and larger, and the demand of sands has been staying at high level. The strict constrain of rocks mining enhances the unbalance between the demand and supply. At the same time, the low price, quick interest return and huge profit of high quality sand of Yangzi River attract the attention of building materials market. Thousands of sand dredger swarm into Yangzi River, among which many are mining, transport and handling sand illegally. Over a long period of time, many scholars focus only on the auction price of sand mining right and sand transportation management, with no attention to the impact of terminal sand handling on environment protection and the sustainable exploitation of sand mining.By getting a good understanding of the situation of sand handling in main ports in Yangzi River, this paper analyzes the problems in sand handling process. Also, on the basis of the game theory model, it analyzes the relation between the main participants of sand handling:the government and enterprises, and comes to the government and enterprise management mechanism.Firstly, the paper analyzes the current sand handling situation in terms of sand ha ndling sites, sand flow rate and flow volume, sand handling enterprises and supervisi ng department. And then it analyzes the deficiencies in sand handling process, mainly including six parts:disorder of sand evacuation, no constraint handing of sand, unauthorized practice of shipping and a lack of management, obsolescence of handling equipment, lack of accurate measurement of sand volume and imperfection of regulations and management method related.By means of game theory, this paper deals with the correlation between the government and sand handling enterprise, the correlation between enterprises. What’s more, it analyzes the influencing factors, sets up parameters and game theory model and works out the strategy that will best benefit both the government and enterprises at the same time. In the end, the paper puts forward management countermeasures on behalf of the government and enterprise to deal with the current problems. The management mec-hanism of government should play the leading role, perform the duty of supervision, enhance management force, set up the inspection and measure mechanism, perfect laws and regulations. On the other hand, enterprises should regularize handling procedures, put more emphasis on this sector and construct cooperation mechanism.In summary, with qualitative and quantitative analysis of sand handling management in main ports of Yangzi River, this paper analyzes the management mechanism of government and enterprise and the game between the government and enterprises, and puts forward suggestions about sand handling in main ports of Yangzi River.
