| Meizhouwan Bay Port is an important part of the two port-type cities of Quanzhou and Putian.Under the characteristics of scarcity,quasi-public goods and externalities of port resources,the government behavior in the development of Meizhouwan Bay Port is particularly important.The implementation of government behavior is closely related to port development.Based on the market failure theory,government function theory and new public service theory,This research takes the government behavior in the development of Meizhouwan Bay Port as the object,analyzing the government behaviors of draft up and implementation of port planning,improves port public infrastructure,formulates policies to promote port development,standardizes the order of the port market,maintains port public safety.There are problem at this stage such as The port planning integration is not high,the port public facilities are under great pressure,the public service capacity needs to be improved,and the port management needs to be further strengthened.And then I analyze reasons of the imperfect laws and regulations of port,the single source to build the public infrastructure of ports,the interests of organizational behavior,the supply boundary of public goods is uncertain,and the lack of talents.For promote the development of the Meizhouwan Bay Port to a higher stage.This study combines theories above,learn from the two foreign ports of Singapore Port,New York-New Jersey Port,and Ningbo-Zhoushan Port,Yingkou Port.The following suggestions are made: deepen the top-level design of the port system;strengthen planning and management;improve port infrastructure construction;create good development policy advantages;and improve public service capabilities. |
