Research On The Environmental Elegant Town Planning Based On GIS/RS Technology Integration

The creation of environmental elegant town, as a significant measure to carry outthe important ideology of "Three Represents" and the scientific outlook ondevelopment, is an effective carrier both to promote current environmental protectionand to improve the living environments in rural areas. It is one of the objectiverequirements that will improve the eco-culture and life quality in rural areas, as well ascell engineering aiming at ecological protection and the creation of a harmonioussociety. To create the national environmental elegant town is also the breakthroughpoint of rural urbanization and environmental protection and the concrete realization ofscientific outlook on development used in rural environmental protection. The creationof environmental elegant town helps the promotion of rural environmental protectionand also caters to the demands of building a well-off society in an all-round way. So ithas both theoretical and practical significance in the planning of Yumen’s creation ofenvironmental elegant town.The paper established an index system for Yumen’s creation of environmentalelegant town and assessed the indices through the AHP method. Then the database forYumen’s creation of environmental elegant town was created and the planning forYumen Town was carried out.Achievements of the paper are as follows:(1) The assessment indices for the assessment of environmental elegant towncreation are consisted of22indices including social and economic development indices,environment indices in urban built-up areas and environment indices in rural built-upareas. According to data in2008,15indices among them have meet the provincialstandards and7indices failed; while12indices meet the national standards and the left10indices failed to meet the national standards.(2) Indices that meet both the provincial and national standards in Yumen’screation of environmental elegant town are5social and economic development indices,7environment indices in urban built-up areas and3ecological environment indices inrural built-up areas, the standard-reaching rate of which is83.33%,77.78%, and42.86%, respectively. And this showed that Yumen Town has a solid foundation forsocial and economic development and ecological environmental protection.(3) The comprehensive index for Yumen’s creation of provincial environmentalelegant town is94and there was a minor difference between Yumen Town and theprovincial standards. While the comprehensive index for Yumen’s creation of national environmental elegant town is91and there was a small difference between Yumen andthe national standards. So Yumen is almost qualified to be honored as theenvironmental elegant town.(4) As the provincial key pilot town, Yumen Town enjoys an advantageouslocation, superior ecological environment quality, as well as outstanding advantageousresources and specific industrial development with eco-industry in embryo. Under thestrategic background of Yanbian County creating the provincial and nationalenvironmental elegant county, Yumen Town has the qualification and capability tocreate the provincial and national environmental elegant town.(5) Planning for Yumen’s social and economic development and ecologicalenvironment protection has been carried out to promote the balanced social, economicand ecologic development of Yumen. The plan also contributes to sustainabledevelopment, relief of the contradiction between resources and environments andsocial and economic development, and also expands the space for Yumen’s furtherdevelopment.
