The new units of Tianjin power grid are basically heating unit. With the increase of installed capacity in Tianjin region, the capacity proportion of heating units continues to increase constantly. During the winter heating case, the peak-load regulating capacity of tianjin grid decreases accordingly. With the operation of the subsidiary, the Tianjin corporation is responsible for the dispatching of the220kV power plants and inter-lines. In winter, the rational use of peaking capacity of the heating unit is conducive to completed regional power balance with reducing purchased electricity; effective regulation of the inter-line, reaching assessment indicators and significantly improvement of the economic efficiency. At the same time, it is also able to respond to the call of the national energy saving, thus creating higher social benefits.Thermal curve model calculation of heating unit and the basic principle of equivalent heat drop is introduced. The operation condition of the heating unit is formulated by equivalent drop method which in analysis of the heating system and heating programs problems. The heating unit’s adjustable load range is determined by changing the parameters of the new steam when the heating load is determined.The system solutions is designed, including functional structure, constraints’ structure, hardware and network platform, interface technology, supporting platform and the security design Etc. The composition of the system is explained including hardware and software.According to the structure of the system function, the specific introduction is accomplished, including data acquisition module, computing services module, heating load monitoring module, dispatching support module, the basic information module and report modules. The comprehensive description of each module function is accomplished.A specific human-machine interface of the system is shown. The social and economic benefits of the system are analysised with the full summary.Through the long test of practical engineering applications, the stability of continuous operation, the calculation of the rapidity and accuracy of the results of the system have been sufficiently validated. Therefore, the method and program described in this article has a good prospect of application.
