Digital substation automation system has been widely applied to the Chinese power system and the IEC61850standard has also got a preliminary application in the construction of the digital substations. However, industrial application of the digital substations in China has encountered series of problems, especially the deployment of the intelligent devices and protection equipment, and they have restricted the further application of the digital substation automation system. The theses aims at the key points in the digital substation construction, and presents the construction method of the digital substation system, as well as the test and debug methods of the intelligent devices and protection equipment.Firstly, To meet these requirements, this article presents the design methods of the hierarchical structures of the system and the network, the based on the IEC61850standard. And the methods proposed are applied to the Zhu Zhuang110kV Digital Substation in Shangdong Power Grid and the results proved that the design of the Zhu Zhuang110kV Digital Substation can meet all the technical requirements.Secondly, electronic transformer is an important component of the digital substation system and the typical feature differing from the conventional substations. Its measuring accuracy and performance will affect the performance of the digital substation system. This article analyzes the principle and structure of the electronic transformer and designs the testing and debugging methods that are used in the laboratory and substation. The methods proposed are applied to the OET700series electronic transformers employed by Zhu Zhuang110kV Digital Substation and the results proved that the transformers can meet all the technical requirements. And the testing and debugging methods are also proved to be effective and practical.Furthermore, this article presents the methods of deploying, testing and debugging of the digital substations, and the method is also applied to the Zhu Zhuang110kV Digital Substation. The results shows that all the protection equipment in the Zhu Zhuang Digital Substation can meet all the technical requirements. However, specific solutions may be necessary in the operation of the digital substation because of the defects of the equipment itself.
