With the rapid development of our economy, the urbanization level is much higher thanbefore. In order to solve the problem of the city ground traffic congestion, urban subwaysystems have been constructed all around China. During the process of metro operation, itwill aggregate a great number of the population. Once the accident happened, it will causegreat casualties and property losses. Therefore the subway operation safety problem isgradually becoming the focus of the public. If a effective risk assessment can be made, thenwe can control the accident in advance even prevent the accident.First, the paper is to find out the main types of metro accident and the main reason whichcaused metro accident on the basis of analyzing the subway operation accidents at home andabroad. According to the cause mechanization of risk factors, the risk factor of subwayoperation has been classified into four aspects like: the anthropic factor, facility factor,environment factor, management factor. According to the theory of system safety, it builds theoperational accident cause ISM model. By using the ISM model, it classifies the nine mainrisk factors of the system in different level’s and finds out the inherent relations among eachcause mechanizations. Finally, it constructs a risk assessment model which is applicable inChina.In this model, it calculates the weights of different risk factors by using an improvedAHP which is based on triangular fuzzy number. In order to make the evaluation resultsobjective, this paper will consider the evaluation personnel’s experience in this field and givethem a weight value. In this paper comprehensive evaluation can be divided as macrocosmicevaluation and microcosmic evaluation. It quantifies the risk level of subsystem and systemby using Risk grading evaluation method and Fuzzy Comprehensive Evaluation respectively.Further more, it provides an objective basis for subway operation managers to make scientificmanagement decision, and improve the safety level of the entire subway operation system.
